The United Nations General Assembly (UNGA) has unanimously approved a three-year extension of Bangladesh’s preparatory period for graduation from Least Developed Country (LDC) status. Originally scheduled for November 2026, the deadline has been moved to November 24, 2029. The decision grants Bangladesh’s ready-made garment (RMG) sector critical operational leeway to prepare for the eventual phaseout of LDC-specific trade preferences across major global markets.

Extended tariff defenses shield multi-billion RMG volume

With apparel representing 81 per cent of Bangladesh’s annual export earnings, maintaining duty-free access under schemes like the European Union’s Everything But Arms initiative remains essential for domestic mill stability. Analysts at SANEM estimate, an abrupt end to LDC concessions would have exposed exporters to EU import tariffs ranging from 9 per ecnt to 12 per cent, risking an estimated 11 per cent loss in total annual export revenues. The extension allows exporters to preserve existing cost margins while negotiating bilateral trade pacts and transitioning toward GSP+ standards.

Value-addition and industrial upgrades imperative for post-2029 survival

Industry leaders caution, the three-year extension provides a temporary buffer rather than a permanent solution. To maintain global competitiveness, primary textile spinners and garment manufacturers must accelerate investment in synthetic fiber blending, automated production lines, and green-certified energy systems.

This extension gives the apparel ecosystem vital time to restructure supply chains, but factories must immediately focus on raw material diversification and higher-value technical fabrics, notes Faruque Hassan, former President, Bangladesh Garment Manufacturers and Exporters Association (BGMEA). A regional denim exporter recently reduced energy overheads by 15 per cent through solar integration and closed-loop water recovery, demonstrating how capital upgrades protect margins ahead of tariff adjustments.

Retaining momentum as world’s second largest garment exporter

The Bangladesh Ready-Made Garment (RMG) industry manufactures knitwear, woven apparel, and technical textiles, serving prime retail destinations across Europe, North America, and Asia. Targeting over $50 billion in annual apparel exports through sustainable manufacturing investments, the sector retains strong multi-decade export momentum as the world's second-largest garment exporter.
